As part of the Programme for Interdisciplinary Resilience Studies Guest Speaker Series we have invited Dr. Tania Arrieta (Leicester) (ta289@leicester.ac.uk) to host a PIRS seminar, ‘Resilience and crisis management in English local government’, on Friday the 7th of November 2025 from 11:00 until 13:00. The talk will be held in Building 100, Room 5017 on Highfield Campus.

Abstract: Resilience has become a crisis governance concept in social science. Co-opted from natural science, it is concerned with the capacity of individuals to absorb, adapt, bounce-back and transform in times of escalating crises and amplified disruptions. In the context of English local government, the notion of resilience relates to the authorities’ capacity to ‘build better’ and ‘build stronger’ whilst experiencing years of budget cuts, efficiencies and increased responsibilities.

This paper questions ‘resilience’ through the lens of crisis management and argues that some of the decisions taken by local authorities aimed at responding to their financial distress and developing ‘resilience’ have led to a crisis of crisis management in local government. The paper focuses on the cases of Leicester City Council and Nottingham City Council.
